최근 북미 대화가 교착상태에 빠지면서 한반도 긴장이 다시 고조되고 있습니다. 어렵게 찾아온 남북 화해의 움직임이 보다 진전되고 한반도의 평화가 정착되기를 기원하면서, 남북 정부 관계자와 국제사회, 그리고 우리 국민들과 신자들에게 다음과 같이 호소합니다. 

먼저, 남과 북의 정부 관계자들에게 간절한 마음으로 호소합니다. 

지난해 남북 정상이 판문점 도보다리에 마주 앉아 민족의 앞날을 진지하게 논의하는 모습을 보면서, 우리 문제는 우리 민족끼리 풀어가는 것이 한반도 평화의 지름길이라는 사실을 확인했습니다. 그러나 올해 들어 남북의 만남과 대화는 제대로 이루어지지 않고 있습니다. ‘정기적인 회담과 직통 전화를 통해 민족의 중대사를 수시로 진지하게 논의하기로 한’ 4·27 판문점 선언이 무색해졌습니다. 남북 당사자들이 나서지 않는데 국제사회가 먼저 나서줄 리 없습니다. 우리 문제는 우리가 먼저 나서서 풀어야 합니다. 부디 남북 정상을 비롯한 정부 관계자들이 조속한 시일 내에 무조건 대화를 재개하길 바랍니다.

대규모 인적 교류와 경제협력도 처음에는 작은 대화와 교류에서 시작됩니다. 제재 하에서도 인적 교류와 인도적 지원은 가능하므로 인도적 지원을 계속해 주기를 바랍니다. 또한 실현 가능한 만남과 지원, 특히 민간 교류와 인도적 지원을 허용하길 바랍니다. 북한 당국도 인도적 지원을 허용하고, 제재를 받지 않는 영역의 교류와 지원을 허용해야 할 것입니다. 모처럼 찾아온 평화의 기회를 놓쳐선 안 됩니다. 우리 민족의 장래를 위해 스스로 한 약속들을 부디 지켜나갈 수 있기를 바랍니다. 

둘째, 한반도 주변 국가를 비롯한 국제사회에 호소합니다. 

한반도의 긴장과 전쟁위기는 남북한뿐만 아니라 동북아 더 나아가 세계 평화에도 큰 영향을 줄 문제입니다. 하지만 한반도 평화 실현은 우선적으로 당사자인 남북이 스스로 해결해야 할 과제입니다. 우리는 자국의 이익을 우선적으로 추구하는 국제 관계의 냉엄한 현실을 잘 알고 있습니다. 하지만 국제사회가 자국만의 이익을 위해 한반도를 세력 균형의 완충지대로 생각해서 현재의 분단구조를 고착시키려 한다면, 평화를 사랑하는 모든 이에게 큰 실망과 좌절을 안겨 줄 것입니다. 그런 논리가 남북 분단과 6.25 전쟁을 초래했고, 전쟁 후 한반도를 69년 동안 증오와 적대감으로 고통스럽게 만들었습니다. 우리는 아직도 이 고통이 언제까지 계속될지 모르는 처지에 있습니다. 

한반도는 주변국들과 평화롭게 공존하며, 동북아 평화 실현에 모범이 되도록 노력함으로써 세계 평화의 진원지가 될 것입니다. 평화를 향한 우리의 여정에 지지와 격려를 보내주기 바랍니다. 특히 북한과 미국은 북한 비핵화와 한반도 평화체제 구축을 둘러싸고 보이는 견해 차이를 극복하고 조속히 협상 타결에 이를 수 있도록 적극적인 협조도 부탁드립니다. 

셋째, 우리 국민에게 호소합니다.

요즘 우리 사회는 편을 갈라 갈등과 대립이 깊어지고 있습니다. 증오와 적의에 가득한 말부터 당장 멈춰야 합니다. 근거 없는 비방과 공격으로 더 이상 시간을 낭비해선 안 됩니다. 

역사는 무력이 폭력의 악순환을 초래할 뿐 평화를 실현하는 수단이 결코 될 수 없다는 것을 말해줍니다. “폭력에 의지하는 것은 파괴와 죽음을 포함하여, 대단히 큰 물질적 정신적 위험을 몰고 옵니다.”(사목헌장 78) 평화는 ‘단순히 전쟁이 없는 것만도, 적대 세력들 사이의 균형을 보장하는 데 그치는 것도 아닙니다. 평화는 ‘정의의 결과’(이사 32,17)이며 ‘사랑의 열매’입니다(사목헌장 78항 참조). 69년 전 체험했던 ‘공멸의 시간’으로 되돌아가선 안 됩니다. 남북 대화가 적극적으로 이루어질 수 있도록, 우리 국민이 힘을 모아야 합니다. 

마지막으로, 우리 신자들에게 호소합니다. 

올해 세계 평화의 날 담화에서, 프란치스코 교황님은 모든 신자들에게 ‘평화의 사도’가 되어달라고 당부하셨습니다. “평화를 가져다주는 것, 이것이 그리스도 제자들이 맡은 사명의 핵심”(제52차 세계 평화의 날 담화, 1항)이라는 말씀은 절실한 시대적 요청입니다. 

‘진정한 평화는 용서와 화해를 통해서만 가능’하므로, 6.25 발발 69주년을 맞은 우리가 가장 먼저 실천해야 할 과제는 ‘용서와 화해’입니다. 동족상잔으로 겪은 고통은 당사자 모두의 용기 있는 반성과 참회를 통하여 극복하고, 이제는 그동안 하기 힘들었던 용서를 해야 합니다. 그래야만 우리는 앞으로 나아갈 수 있습니다.

그리고 기도를 계속하여야 합니다. 분단 70주년을 맞으며 한국교회가 시작한 밤 9시 주모경 바치는 기도는 지속되어야 합니다. 다시 한번 여러분을 밤 9시 기도에 초대합니다. 그리고 이 기도 중에 우리는 교황님의 방북이 이루어져 교황님께서 평화의 사도로서 놀라운 발걸음을 하시도록 기도해야겠습니다.

형제들이 하나 되기를 원하시는 주님의 뜻이 이 땅에서 이루어지기를 바라며 평화의 주님께서 이곳에 모인 우리 모두에게 강복하여 주시기를 청합니다.

Letter: A Plea for Peace on the Korean Peninsula

As the recent North Korea-US talks is being stalled, tensions on the Korean Peninsula are escalating once again. I hope the progress of inter-Korean reconciliation, which has been difficult, would further advance so the peace on the Korean Peninsula could be finally settled. I appeal to the inter-Korean government authorities, the international community, our fellow Korean people and the Catholic faithful as follows.

First of all, I desperately plea to the South and North Korean government authorities.

Last year, we all witnessed the two leaders of South and North Korea sitting at the Panmunjom foot bridge and seriously discussing the future of the Korean Peninsula. After that, we have confirmed that it is the quickest path to peace on the Korean Peninsula that the South and North directly solve the issue of division. But this year, the dialogue between South-North Korea is not going smoothly. The Panmunjom Declaration of April 27 confirmed to seriously discuss the important matters of the nation from time to time through regular meetings and direct telephone calls. If the South and North Korean parties would not act first, the international community would not act at all. We have to resolve our problems by ourselves first. I hope that government authorities including the South and North Korean leaders will resume the dialogue as soon as possible.

Grand agenda such as large-scale people interaction and economic cooperation also begin with small actions such as dialogues and exchanges. People interaction and humanitarian aid should be possible even under the sanctions. I appeal to allow providing the necessary humanitarian aid to the North. We also ask for possible encounters and support, especially civilian exchanges and humanitarian aid. The North Korean authorities should accept humanitarian aid and allow the exchange and support of areas that are not subject to sanctions. We must not forgo of this precious chance of peace that has come to us. I hope we can keep our promises for the future of our nation.

Second, I plea to international community including the neighboring nations.

The tensions on the Korean Peninsula and the crisis of the Korean War have a great impact not only on South and North Korea but also on Northeast Asia region and on world peace. However, the realization of peace on the Korean Peninsula is depend on our own hands and is a priority issue for us. We are aware of the frustrating realities of international relations that seek to prioritize each party’s own interests. However, when the international community only considers the Korean Peninsula as a buffer zone for the balance of power for the sake of its own interests and tries to fixate the present divided structure, it will bring great disappointment and frustration to all those who love peace. Such intention led to the division of the peninsula, the Korean War itself as well as the aftermath of the Korean War. The Korean Peninsula has been suffering from hatred and hostility for 69 years. No one knows how long this pain will last.

The Korean Peninsula will coexist peacefully with neighboring countries and will become the epicenter of world peace by endeavoring to become a model for realizing peace in Northeast Asia. Please show your support and encouragement to our journey toward peace. I ask in particular that the North Korea and the United States would overcome the differences of perspectives about the denuclearization of North Korea and the establishment of a peace regime on the Korean Peninsula, and ask for active cooperation so that negotiations can be concluded as soon as possible.

Third, I plea to fellow South Korean citizen.

Recently, our society is getting deeply divided. We must stop the hatred and hostility now. We should refrain from unfounded slur and meaningless attacks.

History teaches us that armed forces can only lead to a vicious cycle of violence, and that it can never be a means of realizing peace. "Relying on violence brings with it tremendous material and spiritual risks, including destruction and death" (Pastoral Constitution 78). Peace "is not simply the absence of war, and not the guarantee of a balance between hostile forces. Peace is the “result of justice” (At 32, 17) and “fruit of love” (see Pastoral Constitution 78). You should not go back to the "time of annihilation" that we experienced 69 years ago. We need to gather strength so that inter-Korean dialogue can take place actively.

Last but not least, I plea to our Catholic faithful.

In this year's World Day of Peace speech, Pope Francis called on all faithful to be "apostles of peace." "To bring peace, this is the core of the mission of the disciples of Christ "(from Message of the 52nd World Day of Peace, 1). This is a desperate request to us of our time.

“True peace is only possible through forgiveness and reconciliation,” and the first thing we have to do before the 69th anniversary of the Korean War is “forgiveness and reconciliation.” The suffering of fratricidal warfare must be overcome through courageous reflection and repentance of all the parties, and forgiveness which has been difficult to do so now. So we can go forward.

And we must continue to pray. The prayer at 9pm—Our Father, Hail Mary, and Glory Be—which the Korean Catholic Church began since 2015, the 70th anniversary of the division, must continue. Once again I invite you to pray at 9 pm with me. And in this prayer we must pray that the Pope will visit North Korea so Pope will take a marvelous step as an apostle of peace.

May the Lord's will be done on earth that all of his loved people be united as one, and ask for the peace of our Lord to bless all of us gathered here.
